JFIF files are JPEG images with a different file extension — the image data is identical. Converting a .jfif to PDF embeds the photo in a portable document format accepted by insurance portals, government forms, HR systems, and any workflow that requires a PDF attachment rather than a raw image file. No quality loss, no re-encoding, no Adobe Acrobat required.
In Windows 10 build 1809 (October 2018), Microsoft changed the MIME-type registry entry for image/jpeg from .jpg to .jfif in the Edge browser and the Photos app. This means that when users download JPEG images from the web in Edge, or save screenshots via the Photos app's share sheet, the files are saved with a .jfif extension instead of the expected .jpg. Microsoft has not reversed this change in Windows 11.
The result: millions of Windows users have accumulated .jfif files in their Downloads folder that need to be submitted as PDFs to portals that only accept PDF.
Yes. JFIF (JPEG File Interchange Format, ECMA-119) and JPEG are the same compressed image bitstream. The JFIF spec defines the APP0 header marker (bytes FF E0 followed by JFIF) that most JPEG encoders write. The file extension (.jfif vs .jpg) is a convention, not a technical distinction. Converting .jfif to PDF is lossless — the same compressed pixel data is placed inside the PDF container without any re-encoding.

If you need a .jpg file (not a PDF): simply rename the .jfif file to .jpg — it will open in any image viewer. If you need a PDF: use this converter to embed the image in a PDF document. If you want to prevent Windows from creating .jfif files in the future: open Registry Editor, navigate to HKEY_CLASSES_ROOT\MIME\Database\Content Type\image/jpeg, and change the Extension value from .jfif to .jpg. This requires administrator rights and affects all apps that use the Windows MIME registry.
